Project summary

The Project is performed in partnership and cooperation between the Municipalities: Pushkin Administrative District of St. Petersburg, Russia and the municipality of Älvsbyn, county of Norrbotten, Sweden

The Project is developed by the both parties and co-financed by EU within the frames of Tacis SBF MPF

The Project will be running during the period of 6 months between 17/1 – 17/7 2006.

Objectives of the Project

• The overall objectives of the Project is to initiate strategies towards improving the standard of waste treatment in Pushkin Administrative District of St Petersburg.
• The project activities will be focused on creation of strategies of progressive and environmentally friendly technologies of waste treatment, introducing recycling of solid domestic waste.
• The Partnership cooperation between the both parties is developed to allow directed and significant transfer of knowledge and experience within the sector of waste treatment.

Main activities of the Project

Creating a Plan of action towards improved waste treatment will be the main activity running through 5 months of the Project period.

The Plan of action is aimed at being a strategic document and a practical tool when developing new structure of environmentally friendly and economically efficient waste treatment.

The Plan of action will be developed through a number of activities such as seminars, workshop, study trips to Sweden, Alvsbyn, and ongoing meetings and discussions.

Transfer of knowledge and concrete experiences by Swedish experts is to be implemented through all activities.

The Plans of Action will consist of:

1. Description of the current situation
2. Development tendencies
3. Main problem areas
4. Goals and ambitions within waste management sphere
5. Perspective strategies in waste management sphere
6. Financing
7. External investment opportunities/outsourcing
8. Responsibility areas
9. Relations between municipal and regional authorities
10. Public opinion creation, promotion of the decisions taken
11. Final analysis and conclusions

The activities will be carried out by Project leader, Project coordinator, subcontractors and Swedish/Russian Experts.
